Cao Lan was a prominent figure in Terran politics in the 22nd century and helped spur the Imperial age for human kind. eventually he was appointed governor of Earth until his sudden death at the hands of Josminian Assassins. this began a short war between UTS and the Josminian Empire that ended with the Empire being forced to hand over several emeraldii planets to the UTS.
